AI Contract Overview
The Department of Veterans Affairs, Network Contracting Office 8, intends to award a sole-source, firm fixed price contract to Melling LLC d/b/a Melling Medical for the procurement of one DAMAE Medical Video Dermoscope with AI-assistant software, part number VDAI, for use at the James A. Haley Veterans Hospital Dermatology Clinic in Tampa, Florida. This acquisition is justified under FAR 12.102(a) as a brand-name-only requirement, as the device is uniquely compatible with the existing DAMAE Medical Deep Live imaging system and cannot be substituted with any other product without compromising diagnostic integrity, integration, and clinical workflow. The item is manufactured in France, and a Buy American Act waiver has been secured. The contract will be awarded under NAICS code 334510, with a small business size standard of 1,250 employees. Delivery must be completed within 60 days after receipt of order, and installation must occur without modification to existing VA infrastructure, coordinated through designated VA personnel during normal business hours. No competitive solicitation is being issued; however, interested parties may submit a capabilities statement demonstrating that another contractor can provide the identical product and prove authorized distribution status, along with supporting documentation including a SAM UEI, size status, socioeconomic certifications, evidence of OEM authorization, technical brochures, and confirmation of origin. Responses must be submitted via email to David Griganavicius no later than 12:00 p.m. EST on July 21, 2026, with no telephone or fax inquiries permitted. The contract value is not disclosed, and no formal evaluation factors, inspection protocols, or payment instructions are specified as this is a non-competitive procurement. The device features a <4µm optical resolution, 1.4 x 0.9 cm² field of view, 10 FPS frame rate, EN 62471-compliant lighting, and polarization switching for enhanced 3D tissue visualization. Virtual training will be provided upon delivery, and no contract clauses, packaging standards, or invoicing methods are detailed in the notice, as these are typically established post-award.
