The Department of Veterans Affairs, Network Contracting Office 10, is soliciting quotes for the preventive maintenance, inspection, testing, and certification of chemical hoods and HEPA filters at the Richard L. Roudebush VA Medical Center in Indianapolis, Indiana. This is a combined service contract set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB), requiring that no more than 50 percent of the contract value be paid to firms not listed as SDVOSBs or VOSBs. The scope of work includes recurring semiannual and annual certifications, environmental monitoring, and optional condition-based HEPA filter replacements across pharmacy, research, and engineering systems. Performance is scheduled for normal business hours, though off-hours work may be required to avoid disrupting patient care. The contract utilizes a firm-fixed-price structure for both recurring services and optional line items, such as BSC decontamination and ASHRAE 110 tracer-gas testing. A mandatory site visit was scheduled for November 3, 2026, and quotes were due by November 10, 2026. Award evaluation is based on technical rating, price, and past performance. Successful contractors must submit a Quality Control Plan within 10 business days of award and a reconciled electronic inventory within 30 calendar days. All work must adhere to strict regulatory standards, including VHA Directive 1108.12 and USP 797 and 800, with detailed reporting required for acceptance, including raw measurements and unambiguous certification status.
