AI Contract Overview
The Department of Veterans Affairs, through Network Contracting Office 16, is conducting preliminary market research under FAR Part 10 to gather information from potential vendors regarding the replacement of 41 existing Edwards LifeSciences Hemosphere and ClearSight physiologic monitoring systems at the Michael E. DeBakey Veterans Affairs Medical Center in Houston, Texas. The goal is to identify qualified sources, with particular emphasis on Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) and Veteran-Owned Small Businesses (VOSBs), to inform the potential structure of a future acquisition. Vendors are encouraged to respond even if they are not verified SDVOSBs or VOSBs, as the results will determine whether the upcoming procurement will be set aside for small businesses or opened broadly. The agency anticipates awarding a one-time Firm-Fixed Price contract following this research phase, but this notice is strictly for planning and does not constitute a solicitation, promise of award, or any financial obligation to respondents. The replacement system must be the Hemosphere Alta or a functionally equivalent device that is fully compatible with existing Edwards disposables including Swan Ganz Catheters, Acumen IQ invasive monitoring systems, ClearSight non-invasive blood pressure modules and cuffs, and ForeSight cerebral oximetry. Crucially, the system must also seamlessly integrate with the Innovian electronic medical record platform and continue to support ClearSight technology. Respondents are required to submit a statement of interest, their small business categorization with verification status if applicable, a capability statement detailing their in-house capacity, and complete firm identification including SAM UEI, CAGE code, address, and primary contact details—all limited to three pages and submitted by email to Felicia Lovelady by May 25, 2026. Proprietary information must not be included, and no payment will be made for response costs. No contract clauses, evaluation factors, packaging requirements, or acceptance criteria are defined at this stage, as this is solely an information-gathering effort prior to any formal procurement.
