The U.S. Department of Veterans Affairs, through the Network Contracting Office 23, intends to award a sole-source, firm-fixed-priced purchase order to GE HealthCare for the CardioLab BT21 HD hardware and software upgrade, along with associated accessories, service, and installation at the VA Iowa City Health Care System. This action is justified under FAR 12.302(a) and 41 U.S.C. § 3304(a)(1) due to the unique and proprietary nature of the system, which is designed exclusively for integration with existing GE AltiX AI.i electrophysiology recording platforms and cannot be fulfilled by any other supplier. The NAICS code 334517 applies with a size standard of 1,200 employees, and no set-aside is planned. The scope includes delivery and installation of the upgraded CardioLab system, a Prucka 3 amplifier, INW server upgrade with Windows 10 LTSC, GE client workstations, DICOM/HL7 interoperability licenses, and three days of onsite clinical training, all to be completed within 10 business days after contract award. The product will be delivered F.O.B. destination to Iowa City, IA, and all items become U.S. Government property upon delivery. The contract includes no option periods and is strictly a one-time procurement. The contract requires strict compliance with federal data protection and records management regulations, including the Privacy Act of 1974, NARA guidelines under 36 CFR 1222.32, and applicable FAR clauses related to data rights. Contractors must ensure that all deliverables and associated data are handled in accordance with federal records requirements, with no retention, sale, or dissemination of government materials permitted without authorization. Security clearances are not required, and no organizational conflict of interest mitigation clauses are formally included, though the sole-source justification inherently addresses the lack of competitive alternatives. The contracting specialist, Carlos M. Exconde, serves as the primary point of contact and may schedule a post-award performance conference at his discretion, but has no authority to modify the contract scope. Responses to the notice must be submitted by May 12, 2026, via email or mail to the Saint Paul, MN office; no formal proposal format is required as this is a pre-solicitation notice to afford the public opportunity to confirm exclusivity. Pricing details are intentionally omitted as the notice precedes negotiations, and no contract value
