The Department of Veterans Affairs intends to award a sole source firm fixed price contract to a verified Service Disabled Veteran Owned Small Business for the AccuVein AV600 Vein Visualization System and associated accessories, pursuant to the Veterans First Contracting Program under Public Law 109-461 and FAR 6.103-5. This action is authorized under 41 U.S.C. § 3304(a)(5) and is not subject to competitive bidding. The requirement falls under NAICS code 339113 with a small business size standard of 800 employees and PSC 6515 for Medical and Surgical Instruments, Equipment, and Supplies. The device is a portable, non-invasive, near-infrared vein visualization system designed for use in clinical settings to assist with venipuncture and IV cannulation in adult patients, meeting specific FDA clearance and operational requirements including hands-free compatibility, gloved-hand operable controls, rechargeable battery with status indicator, and compatibility with standard hospital disinfectants.
