AI Contract Overview

The Department of Veterans Affairs (VA) intends to award a firm-fixed-price sole-source contract for the acquisition of the MECTA Sigma Electroconvulsive Therapy (ECT) device with EEG/EEG monitoring channels to support the Connecticut VA Medical Center. This contract action is justified under the Federal Acquisition Regulation allowing sole-source procurement when only one responsible source exists that meets the agency’s specific requirements. The MECTA Sigma device is recognized for its advanced features, including a wide range of stimulus parameters and modes that allow practitioners to tailor treatments efficiently. The scope of the procurement includes all necessary equipment, accessories, training, and manuals, with the vendor responsible for delivery, implementation, and training coordination with the facility’s project management point of contact. The contract reflects a strategic replacement and upgrade from prior ECT models such as the spECTrum 5000 series, highlighting technical specifications like adjustable pulse widths, current, frequency, and train duration that distinguish the MECTA Sigma device. The equipment operates independently of the VA network, ensuring no vendor access to sensitive information. The vendor is also required to provide comprehensive instructional materials including multiple user and service manuals, clinical guides, patient information booklets, instructional DVDs, and authoritative textbooks to support clinical practice. Interested parties could express interest before the notice’s closing date, July 21, 2022, although the solicitation was not seeking competitive proposals and the Government retains discretion regarding competition. The contracting officer as point of contact is Deborah Reardon, with all inquiries to be submitted via email.
