The Department of Veterans Affairs Network Contracting Office 01 issued solicitation 36C24122Q0553 to establish a firm fixed price Blanket Purchase Agreement for a Hand Hygiene Compliance Monitoring System for the VA New England Healthcare System. The system is required to utilize existing CenTrak RTLS infrastructure to monitor compliance across various facilities. The procurement process includes a detailed Performance Work Statement and a price schedule based on Contract Line Item Numbers, with specific provisions allowing for the addition of CLINs for contact tracing user interfaces and integrator services to ensure competitive pricing and operational flexibility. Key technical and administrative clarifications specify that staff badges must be capable of remaining anonymous and that a formal tagging plan is not required for this deployment. While the government noted that initial deployments at medium-sized hospitals are anticipated to cover approximately 80 rooms and 150 staff, bidders are encouraged to provide tiered pricing for option years if costs are expected to change. The solicitation process involved multiple amendments to refine the Statement of Work and provide official guidance on pricing structures, project management roles, and the distinction between service-based and supply-based units.

Questions and Answers Hand Hygiene Compliance Monitoring System Question 1: Would the government consider adding a CLIN between 0019 and 0020 for "CenTrak® Contact Tracing User Interface Fixed"? This will allow them the flexibility to have a more competitive price for smaller facilities. Answer 1: Yes, a CLIN for CenTrak Contact Tracing User Interface Fixed can be added. Justification and explanation of the CLIN should also be provided. Question 2: Would the government consider adding expected volumes per CLIN? It may be beneficial to use a realistic or expected deployment pattern for a site for price comparison. This would allow the government to accurately evaluate based on extended (not unit) pricing. Answer 2: This would be difficult to do since not all sites have looked at their needs and the overall project is based on areas/rooms of deployment and users/staff engaged. Two of the medium sized hospitals have investigated this and are anticipating around 80 rooms/150 staff for initial deployment. Question 3: Would the government consider changing the Unit for CLINs 11 through 22 to "EA" instead of "JB"? As these CLINs are a function of device counts. Answer 3: While changing to EA can be done, it was put as unit JB since these CLINs are services and not supplies. Question 4: Is the government open to bidders adding additional CLINs for integrator services such as: Facility pe1fo1mance testing (including travel) - Unit EA Facility acceptance testing (including travel) - Unit EA Integrator Service Hours - Unit HR Answer 4: Yes, any relevant CLINs that a bidder sees needing to be added should be added, but justification and explanation of the CLIN should also be provided. Question 5: Would the government consider changing CLIN 0026 from "CenTrak Project Management" to "Project Management" so it can be used for both CenTrak and integrator project management? Answer 5: CLIN 0026 should only be changed if in fact the PM hours from Centrak and the Integrator are equivalent in nature and pricing. Otherwise, a project management integrator CLIN should be added separately. Question 6: The government did not include a pricing table per year of the contract to allow for different prices for option years. If not, would the government confirm that it requires single pricing for all years? Answer 6: If pricing will change from year to year then the bidder should include the additional year pricing. Question 7: Does the government mean "staff badges" instead of "sensors" in the following requirement? "Sensors must be able to be anonymous" Answer 7: Yes, staff badges were meant not sensors for number 1. SOW 7.1.1 has been updated. Question 8: Our understanding is that a tagging plan is not needed for a Hand Hygiene Compliance deployment. Would the government confirm a Tagging Plan is not needed? Answer 8: SOW section 16.0 has been updated.

Solicitation # 36C24127R0009
Network Contracting Office 1, supporting the VA New England Healthcare System, is conducting market research to identify potential sources for Architect and Engineering (AE) services at the VA Maine Health Care System in Togus. The project focuses on evaluating existing conditions and designing corrective measures to repair Chiller 3, specifically addressing low voltage faults and refrigerant and oil leaks. The scope is limited to Type A services, concluding with a 35 percent design submission, and includes investigative services such as site visits, field studies, and user interviews. The period of performance for this work is 90 calendar days. H146--Hach Water Quality Monitoring Service
Solicitation # 36C24127Q0031
The Department of Veterans Affairs Networking Contracting Office intends to enter into a sole source procurement with Hach Company under FAR 6.302-1 for water quality monitoring services at the VA Medical Center in White River Junction, Vermont. This requirement is designated under NAICS code 811310. The scope of work involves the inspection, maintenance, repair, and annual calibration of ten Hach water quality monitoring instruments located across several facility buildings, as well as the annual calibration of one colorimeter. The contract includes two scheduled visits per 12-month period, 24/7 emergency service, and monthly reagent refills. These services are critical for ensuring the supply of safe drinking water and generating the daily data reports required by the State of Vermont Drinking Water Protection Division. Because the work is performed within a functioning hospital, the contractor must adhere to strict infection control practices and submit an Infection Control Plan, Activity Hazard Analysis, and Material Safety Data Sheets for approval. All work must comply with NFPA, OSHA, EPA, and specific VA specifications and handbooks. The government retains all rights to data and electronic records produced under the contract, and the contractor must comply with the Privacy Act of 1974 and the Freedom of Information Act. Interested parties must submit their capabilities to Kenya Mitchell by the specified deadline to determine if competitive procedures are feasible.
