AI Contract Overview
The Department of Veterans Affairs, through Network Contracting Office 9, intends to award a sole-source firm-fixed priced contract to Bayer HealthCare LLC for the procurement of three Medrad Centargo CT Injection Systems, along with associated software services, installation, and training. This action is justified under FAR 12.102(a) because Bayer HealthCare LLC is the exclusive provider of the Medrad Centargo system, which uniquely meets the James H. Quillen VAMC’s clinical requirements. The system must provide multi-patient, extended-use bulk contrast delivery without reliance on proprietary pre-filled syringes, ensure operational continuity across multiple CT suites without cross-dependency, and incorporate advanced patient safety features including independent air detection and real-time pressure monitoring. Critical to this procurement is the system’s validated and approved DICOM interface with the VA’s VistA Imaging platform, as confirmed in the June 2026 VistA Imaging Approved DICOM Modality Interfaces listing, a requirement not met by competing systems from other vendors. The contract includes six Essential SW Svc Plan Cust Config licenses, six Annual Subscribe Dictation Int SW subscriptions, three installations, and shipping and handling, totaling an estimated value of $157,978. The vendor is responsible for full delivery, installation, configuration, functional testing, and clinical staff training. The North American Industry Classification System code is 339112, with a Small Business Administration size standard of 1,000 employees, and the Product and Service Code is 6525. Interested parties may submit a capability statement not exceeding ten pages electronically in Microsoft Word or Adobe PDF format to larry.olive@va.gov by 11:00 am. EST on Wednesday, July 1, 2026. The response must include the organization’s DUNS number, name, address, point of contact, and size and type of business classification. This notice is not a solicitation for competitive bids; if no valid responses are received by the deadline, the award will proceed solely to Bayer HealthCare LLC without further competition. The government has no obligation to acknowledge receipt of submissions or provide feedback, and any information provided may be used at its discretion. All systems must be clinically deployed only after a VA facility completes a quality review of images produced and files the results with the National VistA Imaging Project Office.

The CT Contrast Injection Systems must be comparable with the James H. Quillen VAMC s current Philips CT Scanner. System must be multi-patient / extended-use bulk contrast delivery workflow and the contrast configuration must eliminate the dependence on proprietary pre-filled syringes to support the high-throughput CT environments where continuous, uninterrupted injector availability is essential to patient care operations. System must have advanced patient safety safeguards and incorporates independent air detection and real-time pressure monitoring, which are required safety features for the clinical environment at this facility. The injection system must be validated and approved under the June 2026 VistA Imaging Approved DICOM Modality Interfaces listing, confirming that the system: communicates with VistA Imaging in accordance with VA-established DICOM standards; has completed VA interface validation and testing; and is authorized for deployment in VA clinical environments without additional interface testing, integration risk, or IT remediation. System must have touchscreen programmable protocol management that allows technologists to configure, store, and execute contrast injection protocols directly at the scanner workstation, reducing manual error and supporting complex multi-protocol CT operations. Each injector system must operate independently to ensure operational continuity across multiple CT suites without cross-system dependency or downtime risk. The vendor is required to provide delivery, installation, configuration, functional testing, and training of clinical staff.
