Intent to Sole Source - Bayer HealthCare LLC SPECIAL NOTICE: 36C24926Q0263 The Department of Veterans Affairs intends to issue a sole-source firm-fixed priced contract to Bayer HealthCare LLC, 1 Bayer Drive, Indianola, PA 15051. In accordance with Federal Acquisition Regulation (FAR) 12.102 (a) and on behalf of the James H. Quillen VAMC, Network Contracting Office (NCO) 9 intends to issue a sole source firm-fixed priced contract to Bayer HealthCare LLC, 1 Bayer Drive, Indianola, PA 15051. The rationale basis for the sole source acquisition is that Bayer HealthCare LLC is the only source capable of providing the government with a Brand Name or Equal contract for the Medrad Centargo CT Injection Systems. Contractor will provide CT Contrast Injection Systems that are brand name or equal to the Medrad Centargo CT Injection System. The government anticipates awarding a purchase order contract for the CT Injection Systems. Bayer HealthCare LLC is the only responsible distributor of the Medrad Centargo CT Injection Systems. The North American Industry Classification System (NAICS) for this requirement is, 339112 - Product of Service Code for this requirement is 6525. The Small Business Administration (SBA) size standard for this sector is 1,000 employees.
Background. The James H. Quillen VAMC Radiology Department has a brand-name requirement for the purchase and installation of the Centargo Dual Injector multi-patient, dual-syringe contrast media delivery system that is compatible with the hospital s existing Philips CT Scanner. The CT Contrast Injection Systems must be comparable with the James H. Quillen VAMC s current Philips CT Scanner. System must be multi-patient / extended-use bulk contrast delivery workflow and the contrast configuration must eliminate the dependence on proprietary pre-filled syringes to support the high-throughput CT environments where continuous, uninterrupted injector availability is essential to patient care operations. System must have advanced patient safety safeguards and incorporates independent air detection and real-time pressure monitoring, which are required safety features for the clinical environment at this facility. The injection system must be validated and approved under the June 2026 VistA Imaging Approved DICOM Modality Interfaces listing, confirming that the system: communicates with VistA Imaging in accordance with VA-established DICOM standards; has completed VA interface validation and testing; and is authorized for deployment in VA clinical environments without additional interface testing, integration risk, or IT remediation. System must have touchscreen programmable protocol management that allows technologists to configure, store, and execute contrast injection protocols directly at the scanner workstation, reducing manual error and supporting complex multi-protocol CT operations. Each injector system must operate independently to ensure operational continuity across multiple CT suites without cross-system dependency or downtime risk. The vendor is required to provide delivery, installation, configuration, functional testing, and training of clinical staff.
