The Department of Veterans Affairs, Network Contracting Office 09, plans to award a sole source, firm fixed price contract for the procurement of four Zeiss Cirrus Photo (Model 600) Retinal Analyzer Systems from Proaim Americas, LLC. The contract includes not only the equipment but also forum software licenses and installation services to be provided at the Memphis VA Medical Center. This procurement is justified as a brand name only requirement because the equipment must interface with the existing Veteran Health Information Systems and Technology Architecture (VISTA) software programs used throughout the VA hospitals in VISN 9. The anticipated contract award date is January 19, 2021, and the action is governed under the authority of federal regulations allowing for non-competitive procurements when justified. Although this is a notice of intent rather than a solicitation, interested parties have seven calendar days from the publication date to express interest and demonstrate their capability to fulfill the requirement. The government will consider such responses solely to decide whether to pursue a competitive procurement. Interested parties must be registered in the System for Award Management (SAM) and provide a current authorized distributor letter from the manufacturer. Service-Disabled and Veteran Owned Small Businesses must also submit a self-certification to comply with the Non-Manufacturer Rule. Submission of written capability statements by January 12, 2021, is required, directed to the contract specialist via email. The notice emphasizes that all costs related to the response are the responsibility of the respondents and that the government retains discretion over whether to proceed with competition based on the information received.
