The RFQ 36C24826Q0859 seeks a handheld imager under a Service-Disabled Veteran-Owned Small Business Set Aside, with a strict requirement that the submitting vendor must be the entity directly authorized by Stryker as an OEM distributor, reseller, or dealer, as evidenced by an official authorization letter naming the vendor explicitly—third-party reseller authorizations are not accepted. All proposals must be submitted via email to john.quijadajr@va.gov no later than July 8, 2026, at 4:00 PM EST, and must include a completed pricing schedule, current FAR 52.212-3 representations if not updated in SAM, and the original OEM authorization letter. The solicitation is posted as a Brand Name or Equal, allowing offers for equipment that meets or exceeds the technical specifications of the named Stryker product, regardless of manufacturing origin, with the government accepting foreign-made items as COTS products under the Buy American Act provided the country of origin is disclosed. Evaluation will be based on what is deemed most advantageous to the government, and performance will occur at the Miami VAMC, with the contracting office based in Tampa, Florida.

Answer to Questions:
1. Authorization. The RFQ requires the vendor to be an OEM authorized dealer, distributor, or reseller, verified by an authorization letter, with the OEM's warranty and service provided and maintained by the OEM. Please confirm that an authorization letter from a Stryker authorized distributor that names (Vendor) as the authorized reseller for this requirement - with Stryker warranty and service maintained by Stryker - satisfies this requirement. No, the vendor that submits the offer should be the vendor listed on the Authorized distributor letter from the OEM (VAAR 852.212-71)
2. Submission. Please confirm that quotes are to be emailed to you at john.quijadajr@va.gov no later than July 8, 2026, 4:00 PM EST, and confirm the documents required for a complete quote (for example, a completed pricing schedule, FAR 52.212-3 representations if not current in SAM, and the OEM authorization letter). Yes, submit all quotes and authorized distributor letters to john.quijadajr@va.gov no later than 7/8/26 @ 4:00PM (EST).
3. Country of origin / Buy American. If the offered Stryker end item is manufactured outside the United States, does the Government intend to accept it as a foreign commercial (COTS) end product under the Buy American Act with origin disclosed, given this is a brand-name requirement below the Trade Agreements Act threshold? The RFQ is posted as a “Brand Name or Equal”. The Miami VAMC is seeking to procure equipment “that meet or exceed the technical capabilities” of the equipment listed in the solicitation. All quotes submitted before the RFQ close date and time will be evaluated; a Contract will be awarded to a vendor that is in the best interest of the Government.
