The Louis Stokes Cleveland VA Medical Center intends to enter into a sole source contract with Steris IMS for the procurement of eighteen VerifEye Video Borescope 1.9 Meter Inspection Units and eighteen VerifEye Borescope Video Camera Control Units to support the radiology department. Steris IMS is identified as the only authorized distributor and rights holder of the Steris VerifEye Borescopes, which are uniquely capable of meeting the specific technical and functional requirements. These devices will be used by Sterile Processing Service (SPS) technicians to inspect the internal surfaces of cannulated surgical instruments that are otherwise difficult to visualize, ensuring cleanliness and preventing contamination. The VerifEye scopes are distinguished by their high-definition imaging, appropriate size for 1.6 mm and larger instruments, and the ability to be sterilized using Sterrad hydrogen peroxide, which collectively ensures effective detection of bioburden and debris while preventing cross contamination. This procurement is conducted under FAR 13.5 Simplified Acquisition Procedures with a justification per FAR 6.303-2 and is exempt from competitive bidding due to statutory authorization under 41 USC §3304(a)(5) and 38 U.S. Code § 8127(c). While it is a sole source acquisition, other firms believing they can fulfill the requirement have a five-business-day window from the synopsis date to provide written notification and supporting evidence to the contracting officer. If no eligible responses are received by the close of business on June 4, 2020, the contract will be awarded directly to Steris IMS. The government clarifies that this notice is not a solicitation and does not guarantee any contract award or reimbursement for costs related to responses.

The Verifeye scopes by Steris are currently the only borescope that is offered in HD that meet our size requirements of a of visualizing cannulated devices from 1.6 mm and greater. This allows SPS technicians to check small cannulated surgical instruments for Bioburden and other debris that may interfere with the Sterilization Process. These scopes also are the only ones that can be submerged in decontamination and then sterilized via Sterrad hydrogen peroxide in order to prevent cross contamination from one instrument to another. Of all of the models that have been previous models purchased, the Verifieye is the only one to provide clarity to all internal surfaces of the instrument to allow the technician to easily and clearly see the presence of bioburden. Other borescopes have had a fuzzy picture or picture was not as clear as needed to properly visualize these internal structures.
