This contract, awarded by the Department of Veterans Affairs’ Network Contracting Office 17 in San Antonio, Texas, is a sole-source, firm-fixed-price Indefinite Delivery Indefinite Quantity (IDIQ) agreement with Cepheid for the supply of proprietary molecular diagnostic test reagents. Specifically, it covers Cepheid’s Xpert Xpress CoV-2/FLU/RSV PLUS and Xpert Xpress CoV-2 reagent kits, designed exclusively for use on the government-owned GeneXpert® diagnostic systems. The contract justifies a non-competitive sole-source award under FAR 6.302-1, citing that Cepheid is the only responsible source capable of delivering compatible reagents essential for maintaining uninterrupted diagnostic testing services at VA healthcare facilities. The agreement encompasses multiple ordering periods spanning fiscal years 2025 through 2027, with a total estimated ceiling value of approximately $6.25 million and provisions for next-day delivery, lot sequestration for quality consistency, and timely order confirmation and tracking. Compliance with applicable federal regulations such as FDA, CLIA, and CAP is required, ensuring the reagents meet stringent in vitro diagnostic standards. The contract explicitly incorporates Buy American Act compliance, confirming all products are U.S.-manufactured. Delivery is managed with no additional government cost for training materials or support, emphasizing operational continuity and clinical workflow integration. While specific contract clauses, pricing per unit, and invoicing procedures are not disclosed, the award documentation and supporting certifications affirm that market research verified the absence of alternative suppliers capable of meeting the technical demands. Contract administration is handled through NCO 17 in San Antonio, with Susan Flores serving as the primary point of contact. The arrangement ensures that essential COVID-19, influenza, and RSV diagnostic testing reagents are available without disruption, leveraging a proven and exclusive supplier relationship tailored to the VA’s existing diagnostic infrastructure.
