The Southern Arizona VA Health Care System intends to enter into a sole source contract with Ortho Clinical Diagnostics for the purchase of one enGen recapper module, stock number 952136-EG. This acquisition is designed to augment an existing enGen Laboratory Automation System, and Ortho Clinical Diagnostics has been identified as the only source capable of providing a compatible module. By utilizing this vendor, the government aims to streamline post-warranty maintenance by integrating the new equipment into an existing service contract, thereby avoiding duplicate costs and potential vendor conflicts. This notice, associated with solicitation number VA-258-09-RQ-0156, serves as an intent to negotiate rather than a request for competitive proposals. While the government allowed interested parties to identify their capabilities by May 18, 2009, the final determination regarding competition remains at the sole discretion of the government. The procurement falls under NAICS code 423450 and is managed through the Department of Veterans Affairs.

The Southern Arizona VA Health Care System (SAVAHCS), Tucson, AZ intends to negotiate sole source with Ortho Clinical Diagnostics, 100 Indigo Creek Dr., Rochester, NY 14626 for the purchase of enGen recapper (one each) stock # 952136-EG. This equipment purchase is a logical follow on purchase to augment an existing system. The module must be compatible with the existing enGen Laboratory Automation System which was previously purchased from Ortho Clinical Diagnostics and is currently maintained by same under a service contract. Ortho Clinical Diagnostics is the only known source for a compatible module. Additionally, post warranty maintenance for this item can be added to the existing service contract with Ortho Clinical Diagnostics in lieu of establishing a separate maintenance contract with a different vendor. This potentially saves money by eliminating duplicate efforts and also potential conflicts between two different vendors providing maintenance to separate portions of the same automated system. All responsible sources may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all proposals received prior to close of business (4:30PM local time) on May 18, 2009 will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
