Full Description

The Naval Surface Warfare Center. Carderock Division (NSWCCD), intends to conduct a non-competitive procurement with INSENSYS Limited, 3 Compass Point, Ensign Way, Hamble, Southhampton, SO31 4RA, UK., for the purchase of one (1) INSENSYS Optical Fiber Strain Measurement System. This system has been identified through market research for having a process which will eliminate both the temperature and microwave problems encountered outside a non-laboratory environment. It is the intention of the Government to perform test and evaluation of this system alongside the existing strain gage process to determine if the fiber optic technology will replace, enhance or prove to be of no significant improvement over the current system. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Please reference RFQ N00167-10-T-0032 with any correspondence.
