66--Intent to award sole source

The US Army Medical Research Acquisition Activity intends to award a sole source contract to Vicon Motion Systems, Inc., based in Los Angeles, CA, for the procurement of eight optical tracking camera systems. These systems utilize passive retro-reflective markers and are capable of capturing high-speed motion at 4-megapixel resolution and a minimum of 370 frames per second, enabling precise tracking of abrupt movements. This equipment is already integral to ongoing research projects with the Medical College of Wisconsin and the Virginia Tech Center for Injury Biomechanics. Awarding this contract to another supplier would cause significant delays, disrupt the current studies, and increase costs to the Government. This acquisition will proceed under the exception to full and open competition as outlined in FAR 6.302-1, citing the unique qualifications and compatibility of the Vicon systems with existing research setups. Although the award is intended to be sole source, all responsible parties are invited to submit capability statements, proposals, or quotations for consideration within a 15-day period following the announcement, after which solicitation W81XWH-09-T-0444 will be posted for five days.
