The Robley Rex VA Medical Center in Louisville, Kentucky plans to enter into a sole source contract with Harvard Apparatus to supply a Mini-Ventilator along with tubing and a connector kit for use in research laboratories. The procurement falls under NAICS code 423450, with a size standard of 100 employees, and is justified as a sole source acquisition under 41 U.S.C. 253(c)(1) and FAR 6.302-1 due to Harvard Apparatus being the manufacturer and deemed the best value provider. The Mini-Ventilator is designed for use with animals requiring specific tidal volumes and ventilation rates, featuring attributes such as simple stroke volume adjustment, a valveless piston pump, minimal instrument dead space, compact construction, low noise and vibration, and the capability to handle multiple selectable gas mixtures. Although this is a sole source procurement, the VA has invited other firms to submit written notifications of their capability to provide an equivalent Mini-Ventilator by a specified deadline. Interested parties are required to provide evidence demonstrating their ability to meet the technical specifications, including tidal volume range, ventilation rate, and multi-gas adaptability. No solicitation documents are available, and responses must be directed via email to the designated contracting officer. The government retains sole discretion to decide whether to proceed with the sole source contract or to open competition based on any responses received. If no competing offers are submitted, the VA will continue negotiations solely with Harvard Apparatus.
