Air heat-exchangerNASA/LaRC is seeking a firm-fixed-price air heat exchanger for use in the B1215 Steam Plant Heat-Exchanger system, with technical specifications requiring construction from ASTM A106 Grade B seamless pipe for the shell, forged carbon steel flanges and bonnets conforming to ASME B16.5, and a carbon steel shell cover. The unit must meet a 5000 PSI pressure rating and undergo complete hydrostatic testing using clean potable water with zero leakage allowance. All materials must be new, unused, and not remanufactured, with strict prohibitions against asbestos. Surface preparation requires white metal blast cleaning per SSPC SP5, NACE No. 1, and SA3 standards, followed by primer and final paint coating. The vendor must supply two lugs for the shell, at least one lug each for the channel, cover, and bonnet, and a minimum of two support legs. A stainless steel nameplate must be affixed, and all openings must be protected with covers to prevent debris ingress. The heat exchanger must be shipped in a crate designed to avoid paint damage, with clearly marked lift points and labeling identifying the First and Second Stage Coolers. One complete set of spare gaskets in each size must be included. Delivery is FOB Destination in Hampton, Virginia, with a maximum lead time of 18 weeks from contract award, encompassing design, government review, fabrication, and shipping. Technical acceptability is a pass/fail gate under a lowest price technically acceptable (LPTA) evaluation process, and failure to meet any requirement disqualifies the offer. The procurement is a Total Small Business Set-Aside under NAICS Code 334516, and all offerors must be registered in SAM.gov. Compliance with U.S. export control laws, including ITAR and EAR, is mandatory, and the contractor is responsible for securing any required export licenses, especially when foreign persons are involved or when handling controlled technical data. Submission requirements include completed TEMA datasheets, a statement of full compliance with Appendix A specifications, detailed drawings, and documentation of all exceptions. Mandatory deliverables include certified mill test reports, NDE reports (radiographic, magnetic-particle, liquid penetrant, ultrasonic, hardness, and PMI), temperature charts for postweld heat treatments, a certified bill of materials, manufacturer’s data reports, and certificates of shop compliance and inspection.
