AI Contract Overview

This contract seeks qualified sources capable of providing a Ti:Sapphire (Ti:Saph) laser system that meets specific technical requirements to ensure compatibility and performance with existing laser equipment. Key requirements include electrical and cooling system compatibility with the Coherent V18 Nd:YAG laser and the ability to deliver continuous wave power exceeding 3.5 Watts with a noise level below 1.75% rms from 10Hz to 1 GHz when pumped by a Coherent Verdi V18 Nd:YAG laser. The laser must feature electronic locking for single-longitudinal-mode output and offer wavelength tuning from 700nm to 1100nm without the need to change all internal mirrors, facilitated through broadband optics and the use of Brewster plates. The laser design must incorporate a monolithic resonator block to maintain alignment and stability, and feature a bowtie cavity configuration with no more than four mirrors to minimize power losses and enhance beam stability. Additionally, the pump diode delivery fiber should be single-core multimode to homogenize the pump beam regardless of emission variations from the diode output. The solicitation is issued by the Department of Defense at Kirtland Air Force Base, NM, and aligns with the NAICS code 334413, which covers applications in specialized electronic equipment manufacturing. The focus is on securing ring laser sources that meet these stringent technical specifications for defense-related applications.

Full Description

A capability statement will be required from sources able to fulfill the following specifications: 1) The Ti:Saph laser?s electrical and cooling system must be compatible with the Coherent V18 Nd:YAG. 2) The laser must deliver >3.5 Watts of CW power with no more than 1.75% rms noise from 10Hz to 1 GHz when pumped by a Coherent Verdi V18 Nd:YAG laser. 3) The laser must have electronic locking for single-longitudinal-mode output. Tuning must be from 700nm to 1100nm, and must include broadband optics, enabling us to change wavelength without changing all the internal mirrors. 4) Must use Brewster plates to change wavelength. 5) Must have a monolithic resonator block-one piece to maintain system alignment and stability. 6) Must have a bowtie cavity containing no more than four mirrors. More mirrors will introduce greater losses in our laser power, and decrease beam stability. 7) The pump diode delivery fiber must be single-core multimode to provide a homogenized pump beam independent of any emitter to emitter power changes at the diode output face.

Request for Qualification - MHMV230026 Construct Permanent Party Enlisted Dorm at Kirtland AFB, New Mexico
Solicitation # FA940127R0001
This Request for Qualification (RFQ) is for a Progressive Design-Build (PDB) project to replace existing dormitory buildings B20221 and B20202 at Kirtland Air Force Base, New Mexico. The scope involves the demolition of two multi-story structures and the construction of a new multi-story dormitory for Permanent Party Enlisted personnel (E1-E4), featuring 364 single-occupancy beds, associated utilities, parking, and landscaping. The project must adhere to Air Force standard designs, Unified Facility Criteria (UFC), and Air Force Corporate Facilities Standards. The estimated period of performance is 1,542 calendar days from the date of award. This procurement is executed as an Other Transaction (OT) agreement under 10 U.S.C. 2808a, making it exempt from the Federal Acquisition Regulation (FAR) and its supplements. The agreement is structured as a Firm Fixed Price (FFP) OTA, where the base period (Phase 1) covers preconstruction and design services, while the construction phase (Phase 2) will be negotiated as a Guaranteed Maximum Price (GMP) upon reaching design maturity. Award is based on a comparative analysis of quality and key personnel qualifications, though price for Phase 1 is required for evaluation of reasonableness. Offerors must submit Qualification Packages through the PIEE Solicitation Module by November 25, 2026. Submissions are limited to 15 pages and must include a technical approach, evidence of past relevant experience from the last 10 years, team composition, and a price proposal for Phase 1. Key requirements include compliance with the Davis-Bacon Act, Executive Order 13706 for paid sick leave, and the Buy American Act. The agreement also specifies liquidated damages of $10,154.86 per calendar day for unexcused delays.
