The United States Army Contracting Command at Yuma Proving Ground intends to award a firm-fixed-price contract on a sole source basis to Space Electronics, LLC for the procurement of two specific items: one SE90030 Static CG Measurement Capability unit for the model POI300, and one SE9554 2-Axial Spin Fixture (EB2). This action is justified under the authority that only one responsible source can meet the agency’s requirements due to proprietary rights held by Space Electronics on the existing software and hardware used at the Metrology and Simulation Division at Yuma Proving Ground. The contract ensures compatibility and consistency with currently deployed equipment, preserving the fit, form, and function as well as data output standards. The procurement follows Federal Acquisition Regulations (FAR) Part 12, covering the acquisition of commercial items, under NAICS code 334519, with a size standard of 500 employees. The notice clarifies that this is not a request for competitive proposals, but interested firms may express their capability and interest by submitting relevant business information by the specified deadline. The sole source justification is based on the unique nature of the equipment and proprietary control by Space Electronics, with the aim to maintain existing measurement capabilities essential to Army testing operations at the site.
