The Naval Air Warfare Center Aircraft Division Lakehurst NJ intends to enter into negotiations on a non-competitive basis with Martin Baker Aircraft Company, Ltd Middlesex England for procurement of the Time and Altitude Test Set (TATS) and the SJU-5/6, GRUEA-7A and SJU-17V fixtures that attach to the set. This equipment is used for testing the functional capability, including altitude testing and timing, of ejector seat components such as drogue gunds, time delay firing mechanisms, barostatic release units and time release mechanisms. The TATS replaces the Barostat Test Set and is designed to support a greater number of aircraft platforms, to eliminate human error and to operate in both land-based and shipboard environments. It is anticipated that a firm-fixed price IDIQ will be awarded. The base quantity is expected to consist of two (2) pilot production units to be used for Government and Contractor testing/technical evaluation as well as engineering and logistics data item deliverables and training. The contract will provide for step-ladder quantity pricing of up to 60 production TATS each year over a two year ordering period (FY10 and FY11) for a total quantity of 120 production TATS. Martin Baker is the designer, developer and manufacturer of the legacy Barostat Test Set as well as the TATS. Martin Baker is the only firm having the requisite knowledge, technical expertise, production tooling facilities, logistical support capability, engineering drawings and technical data to perform this effort. The Government intends to solicit and negotiate this requirement under the authority of 10 USC 2304(c)(1), FAR 6.302-1. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. A determination by the Government not to open the requirement to competition based on the responses to this notice is solely within the discretion of the Government. Information received as a result of this notice will normally be considered solely for the purpose of determining whether to conduct a competitive requirement.
