Proposals are due by 12:00 pm on October 2, 2026, and must be submitted via the procurement portal. The Department of Veterans Affairs Network Contracting Office 6 intends to award a sole-source, firm-fixed-price contract to PAR Excellence Systems, Inc. for the Phase 2 expansion of the Automated Inventory Management System at the Salem VA Medical Center in Salem, Virginia. This procurement is justified under Revolutionary FAR Overhaul (RFO) 12.201-1 and RFO 6.103.1, as PAR Excellence Systems, Inc. is the exclusive provider of the proprietary hardware, software licenses, and weight-based scales required to expand the existing system by 75 new inventory stations. The system’s closed-architecture design prohibits interoperability with any third-party components, and market research has confirmed no other sources can meet the technical and operational requirements. The contract will support seamless integration with the current PAR Excellence WBIMS platform implemented in 2021, ensuring continuity in supply chain operations without the need for retraining or system fragmentation. Delivery and installation must be completed within 51 weeks of contract award, with performance fully localized at the Salem VA Medical Center. No solicitation documents are available for competitive bidding, and responses to this notice of intent must be submitted in writing by 1:00 p.m. EST on May 22, 2026, via email to James Risbon at james.risbon@va.gov. While any business may respond with evidence of its capability, the government retains sole discretion to determine whether competition is warranted, and no award will be made unless a valid sole-source justification remains unchallenged. The contracting officer, Jerry Mann, and alternate, James Risbon, are listed as the point of contact for administrative matters, with no contracting officer’s representative identified. The contract will not include option periods, and no pricing details, line items, or total estimated value are publicly disclosed. Packaging, labeling, inspection, and invoicing standards are not formally specified, as compliance is governed solely by the vendor’s proprietary system requirements, with no reference to MIL-STDs or standard FAR Part 52 clauses. The NAICS code is 541614, and no socioeconomic certifications or size status for the vendor are provided, though the lack of responses to the public notice reinforces the exclusivity determination.
