AI Contract Overview

The Mission and Installation Contracting Command at Fort Campbell, KY, requires the procurement of DUET Chemical ULV Insecticide Concentrate and Natular to support the Directorate of Public Works' efforts to control mosquito populations and address pesticide resistance. These two insecticides are the only products currently in rotation that meet the stringent performance requirements necessary for the mission. Due to the specialized nature of these products—manufactured by McLaughlin Gormley King Co. and distributed exclusively by Clarke Environmental Mosquito Management, Inc.—the procurement will be conducted on a sole source basis under simplified acquisition procedures. This approach is justified by the Federal Acquisition Regulation allowing sole source contracting when only one source is reasonably available due to factors such as urgency or exclusive licensing. The contract will be a firm-fixed-price award to Clarke Environmental Mosquito Management, Inc., under NAICS code 325320, which pertains to pesticides manufacturing, with a small business size standard of 500 employees. Although this notice is not a solicitation for competitive offers, interested firms with the capability to meet the requirements may submit written notifications within 10 days, including sufficient evidence of their qualifications. The Government will review any submissions but reserves the right to proceed with sole source negotiations if no viable alternatives are identified. Responses are due by 2:00 P.M. (CT) on July 30, 2012, and must be sent via email or fax; telephone inquiries will not be accepted. The contracting action emphasizes urgent operational needs and exclusive product availability as the primary basis for limiting competition.
