COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS General Information Description This is a combined synopsis/solicitation for commercial items prepared in accordance RFO 12.201 and 12.202, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This Solicitation is issued as a Request for Quote (RFQ), and the solicitation number is 36C24E26Q0036. This notice incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2026-01 effective 3/13/2026, Revolution Far Overhaul (with VA Deviations) and the Veterans Affairs Acquisition Regulations (VAAR). The complete text of any of the clauses and provisions may be accessed in full text at FAR | Acquisition.GOV. This Solicitation is being competed as Total Small Business Set-Aside. The NAICS Code is 325120 Industrial Gas Manufacturing, and the Product Service Code (PSC) is 6835 Medical Gasses and the business size standard is 1200 Employes. An SBA class waiver exists. The RPO-East Research and Development Contracting Office is seeking to obtain medical gas and delivery services. The Statement of Work (SOW) is incorporated in Attachment 1. Clauses and provisions as well as complete instructions for submitting a response to this solicitation and applicable provisions and clauses are found in Attachment 2. All offerors are advised to pay careful attention to the quote submission instructions as there are very specific instructions as what is required to be provided. The period of performance (POP) is estimated to be 6/26/2026-6/25/2031. Any award resulting from this solicitation will be issued on a Standard Form 1449. This is a combined synopsis/solicitation and therefore no 1449 was issued for the solicitation. NOTE: To receive an award resulting from this solicitation, offerors MUST be registered in the System for Award Management (SAM) database. Registration may be done online at: www.acquisition.gov or www.sam.gov. Any questions regarding previous contracts shall be directed to the appropriate FOIA office. No questions will be answered via solicitation amendment regarding previous contracts. There will be no site visit offered for this requirement. Contractors are advised that any and all questions concerning this solicitation must be sent in writing via email.
