The United States Patent and Trademark Office (USPTO) is acquiring "brand name" Niksun 3500 Series NetVCR appliances and software to enhance network traffic monitoring across multiple connection points within its OHRNET/OFDNET II networks. This procurement aims to improve visibility of traffic flows, enable traffic analysis, and support troubleshooting efforts through an integrated, enterprise-wide network management solution. The acquisition process will follow the Simplified Acquisition Procedures outlined in Part 13 of the FAR, utilizing the test program authorized in FAR subpart 13.5, alongside the Patent and Trademark Acquisition Guidelines. The Niksun NetVCR system offers passive, non-intrusive comprehensive monitoring with features including deep forensic analysis, extensive third-party compatibility, secure web access, and scalable storage options. It supports a broad array of network interfaces such as Ethernet (copper, fiber, gigabit), high-speed serial, SONet, ATM, multiple T-carrier lines, and others. This procurement supplements an existing installation of Niksun equipment where NetX appliances centralize and report statistics collected from remote NetVCR units, allowing for optimized network operation and trend analysis. The newly acquired NetVCR units will integrate with the current NetX system, which has ample processing capacity for expanded functions. The software on NetVCR appliances comes pre-installed but locked, activated only through license keys tied to the purchase. The contract covers specific part numbers with a quantity of two units, and the authorized contracting officer for questions is Sylvia Van Dyke, reachable via email at her USPTO address. This initiative supports the USPTO’s objective to maintain robust and efficient network traffic monitoring capabilities critical to its operational infrastructure.

The United States Patent and Trademark Office (USPTO) plans to procure "brand name" Niksun 3500 Series NetVCR appliance and software to monitor traffic on USPTO's OHRNET/OFDNET II, at multiple connection points to provide clear visibility of traffic flows, traffic analysis and troubleshooting capabilities. This announcement is considered a "brand name" justification. This acquisition will be conducted utilizing Part 13 of the FAR, Simplified Acquisition procedures, and the test program authorized in FAR subpart 13.5, and the Patent and Trademark Acquisition Guidelines (PTAG). NIKSUN NetVCR provides a single integrated solution for proactive end-to-end network management. NetVCR's enterprise-wide integrated approach simplifies end-to-end network and application performance monitoring and troubleshooting, by offering full network visibility passively (non-intrusive), exceptional drill-down forensic analysis, integrated performance reports on all traffic, "add-as-you-grow" unlimited storage, secure and easy to use web interface, and extensive 3rd party compatibility. NetVCR appliances are shipped with all the software features installed but disabled out of the box. Software features are unlocked only by installing the purchased license keys from NIKSUN. NetVCR can be considered the recording device that captures traffic, stores everything in realtime, and has the ability to further break down that information into easy-to-understand data that can be access securely via a web browser. NetVCR is adaptive to a wide variety of network interfaces, they are: 10/100 copper Ethernet, gigabit copper Ethernet, fiber Ethernet, HSSI (High Speed Serial Interface), ATM, Packet over SONet, T1, T3, OC3, OC12, multilink PPP, ISL (Inter-Switch Link) and 802.1q. There is an existing installation of NIKSUN NetVCR, NetX appliances monitoring TRINET traffic. NetX is the enterprise reporting appliance that collects statistics data from remote NetVCR appliances enabling centralized reporting. When NetVCR appliances are installed in the OHRNET/OFDNET II network, the existing NetX, which has more than sufficient available processing cycles, can be configured to poll statistics data from them to generate specific reports, leverage data for optimization, and trending. Part Nos. NKN_MZ40UU720T, NKN-MZ290VB, NKN-MZ173VB, NKN-NZ67A, NKN-MZSP481Y, NKN-MZSP290VB, NKN-MZSP173VB, NKN-NZSP67A, Quality: 2 ea.
