The United States Special Operations Command (USSOCOM) intends to award a brand-name contract for Cisco VOIP software licenses under the statutory authority permitting a sole-source acquisition. This decision is based on the unique qualifications of Cisco Systems as the sole developer and maintainer of Unity Unified Messaging software, which is integral to USSOCOM's existing VOIP infrastructure. The command currently operates Cisco's VOIP architecture across its headquarters and five adjunct units, supporting more than 2,000 devices crucial for mission operations under the Global War on Terrorism. Choosing any alternative supplier would necessitate extensive testing and integration efforts, resulting in substantial additional costs and operational disruption. Market research highlights that replacing the current Cisco equipment with inferior VOIP systems from other vendors would exceed $500,000 in costs, including the risk of compatibility issues. Due to these factors, the Department of Defense's contracting office in Tampa, FL, has determined that only Cisco can fulfill the agency’s requirements, obviating the need for competitive proposals. Interested parties were invited to contact the assigned Contract Specialist, Stephen Colton, by a specified deadline in September 2007. This procurement approach ensures continuity and cost-efficiency in maintaining USSOCOM’s critical communication capabilities.

THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a brand name contract under statutory authority 10 USC 2304(c)(1), set forth in Federal Acquisition Regulation 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.United States Special Operations Command (USSOCOM), 7701 Tampa Point Blvd, Tampa, FL 33621, requires Cisco VOIP Software licenses. Interested parties may e-mail contact@example.gov or fax +1 (555) 000-0000, Attn: Stephen Colton, not later than Friday, 7 September 2007; 12:00 p.m.. EST. V. DEMONSTRATION THAT THE CONTRACTORS UNIQUE QUALIFICATIONS OR NATURE OF THE ACQUISITION REQUIRES THE USE OF THE AUTHORITY CITED ABOVE (APPLICABILITY OF AUTHORITY) Unity Unified Messaging software is developed and maintained by Cisco Systems.USSOCOM requires voicemail services to provide to its enterprise clients. The Cisco VoIP architecture is currently installed at HQ USSOCOM and 5 adjunct units supporting more then 2000 garrison and deployed devices in support of the Global War on Terrorism. To purchase the required software from any source, other than Cisco, would require the use of additional resources for testing and approving compatibility with the current network architecture. Market surveys show that it would cost over $500,000 to replace all equipment, at all commands with VOIP systems of lessor quality. The data is supported by market research done at vtiphonesystems.com. Without this brand name procurement, there would be a substantial duplication of cost to the Government that would not be expected to be recovered through full and open competition.
