The United States Patent and Trademark Office (USPTO) intends to procure brand name Rittal server racks to support its existing Rittal hardware infrastructure within its data center facilities. This acquisition is essential for maintaining consistency, flexibility, and cost efficiency across the USPTO’s technology environment. Currently, the USPTO utilizes 170 installed Rittal racks, which are compatible with a wide range of servers from manufacturers such as Dell, IBM, HP, and SUN, thereby eliminating the need for multiple manufacturer-specific racks. The use of Rittal racks, which serve as the established commercial standard under the USPTO's Technical Reference Model, offers greater versatility as well as lower costs compared to purchasing racks tailored to individual server manufacturers. This procurement will be conducted under simplified acquisition procedures following FAR Part 13 and existing Indefinite Delivery/Indefinite Quantity (ID/IQ) contracts set aside for small businesses, without releasing a Request for Quotes to other firms. The current acquisition phase continues the use of Rittal racks as part of the Enterprise Remote Access (ERA) project, specifically phase two, ensuring continuity and efficient management of replacement parts and spares. All inquiries regarding this contract may be directed to the designated contracting officer, Sylvia Van Dyke. The contract work is organized by the Department of Commerce, located in Alexandria, VA.

Full Description

The United States Patent and Trademark Office (USPTO) plans to procure brand name Rittal server racks to support existing Rittal hardware infrastructure that is installed in its data center facilities. This announcement is considered a brand name justification. This is not a solicitation. This acquisition will be conducted utilizing Part 13 of the FAR, Simplified Acquisition procedures, and the test program authorized in FAR subpart 13.5, and the Patent and Trademark Acquisition Guidelines (PTAG). The acquisition will be conducted utilizing existing USPTO?s Indefinite Delivery/Indefinite Quanity (ID/IQ) contracts for Information Technology products, a small business set-aside. No Request for Quotes will be released to any other firms. Rittal server rack hardware is the USPTO's established standard based commercial product in accordance with the USPTO's Technical Reference Model (TRM), which defines a comprehensive set of information technology standards, services, interfaces, supporting data formats, and protocols. It is essential that the USPTO acquire Rittal server racks for consistency and flexibility. Currently, the USPTO has 170 installed Rittal server racks. The Rittal racks are much more versatile because they will handle all manufacturer servers, including Dell, IBM, HP and SUN (x386 (Intel) as well as HP UNIX). By using the Rittal racks, we are able to support all manufacturers and move servers within the data center as necessary to support operations without having to purchase manufacturer specific racks. Rittal is the manufacturer for Dell, HP and some of the IBM racks but because these racks are built for a specific manufacturer, they are a higher cost. Since Rittal is the supplier for the other server manufacturers as well as those mentioned above, we are actually able to purchase a better rack at a lower cost then buying manufacturer specific racks. Rittal was selected for the first phase of the Enterprise Remote Access (ERA) purchase, and we need to continue their use for continuity and for efficient use of replacement parts and spare parts. These racks are for phase 2 of the ERA project. If you have questions regarding this notice, they may be addressed by email to Sylvia Van Dyke at contact@example.gov.

The United States Patent and Trademark Office (USPTO) has issued a Sources Sought Request for Information (RFI) under NAICS 541820 for public relations services to develop and execute a nationwide public awareness campaign. The primary objective of this effort is to educate the public on the dangers of counterfeit pharmaceuticals and medical devices that are falsely represented as legitimate products. The scope of work includes the creation of a comprehensive campaign strategy, production of videos and public service announcements, development of a microsite and social media campaign, and the writing of blogs and press releases. Additionally, the selected vendor will be responsible for identifying and pitching influencers, celebrities, and journalists to amplify the campaign's reach and collaborating with the Office of Public Affairs to establish success metrics. This RFI is strictly for market research and planning purposes and does not constitute a formal solicitation or a commitment to award a contract. The government intends to use the gathered information to identify qualified small business contractors for a future solicitation. Interested vendors must submit a concise response not exceeding five pages, including a capability statement, primary contact information, and relevant project examples, in searchable PDF format.
