The Orlando Veterans Affairs Medical Center (OVAMC) is conducting a market research notice to identify potential sources for a document control management system designed to improve and streamline their current manual processes. This effort aims at transitioning to an electronic solution that consolidates document control, auditing, non-conformance management, and integrates related action plans, personnel, and training information. The system should enable compliance with regulatory requirements, such as the maintenance of standard operating procedure manuals and documentation related to quality programs and competency reviews, while also supporting use in other departments like Sterile Processing Service. OVAMC seeks a proven commercial off-the-shelf (COTS) product similar to what other VA centers, such as Bay Pines Veterans Affairs Medical Center, are using—specifically referencing Proquis Enterprise, a web-based intranet solution. The software must support features including document control, management of improvement plans, electronic signatures, change tracking, and integration of the College of American Pathology (CAP) checklist for audit readiness. OVAMC requires annual licenses that include support, maintenance, installation, configuration, and licensing sufficient for 20 users. The notice clarifies that this is not a request for proposal but a market research step, with no commitment by the government to contract. Interested parties must be registered in the Central Contractor Registration (CCR) and submit responses by the stated deadline. Any future solicitation related to this requirement will be posted separately on the Federal Business Opportunities website.
