The National Geospatial-Intelligence Agency (NGA) plans to award contract D.O. 0014 under BPA NMA100-03-A-0006 as a sole source agreement with Research Systems, Inc. (RSI), headquartered in Boulder, Colorado. This contract involves an enterprise license for a suite of specialized geospatial software products, including ENVI+IDL, ENVI FLAASH, ENVI NITF, ENVI DEM Extraction Module, ION, and ION Bundle, along with ongoing technical support and maintenance. RSI is uniquely positioned as the sole U.S. provider of these products due to proprietary rights and copyright restrictions, which precludes competitive bidding for this procurement. The contract, classified under NAICS code 541511 for custom computer programming services, reflects NGA’s intent to maintain uninterrupted access to essential geospatial tools critical to its operations. The announcement does not seek competitive proposals and highlights that this is a continuation of the enterprise license agreement to ensure software availability and technical support. The notice was posted on September 22, 2005, and underscores the exclusive relationship between NGA and RSI for specialized geospatial software solutions.
