The Department of the Interior’s Minerals Management Service, acting under the authority of the Department of Interior Franchise Fund and on behalf of the USDA Risk Management Agency (RMA), intends to make a sole source award to Signal Solutions Inc. for the continuation and completion of the Experience Based Producer Discounts Program. This program involves finalizing a new Rate Discount Structure critical to the continuation of work already underway. Since Signal Solutions Inc. was the original contractor and has significant prior experience with this program, the government has determined that awarding this contract to a new vendor would disrupt progress, likely cause duplication of effort, and add at least a year of delay to the project's actuarial process. This non-competitive contract reflects a follow-on action necessitated by the unique circumstances and expertise of the incumbent contractor. The notice is issued for informational purposes and not as a request for competitive quotes, although the government will consider any input received within five days. Direct questions regarding this contract must be submitted in writing to Richard Gibbs at the Department of Interior, with no telephonic inquiries accepted. The action aims to efficiently complete the Rate Discount Structure development while minimizing additional costs and delays to the government.

Full Description

The Department of the Interior, Minerals Management Service (GovWorks), intends to make a sole source award to Signal Solutions Inc. This non-competitive action is being issued by GovWorks under the authority of the Department of Interior Franchise Fund on behalf of the United States Department of Agriculture Risk Management Agency (RMA). Experience Based Producer Discounts Program is a follow-on of existing work that has been or going and the issuance of a new Rate Discount Structure program would negate the work completed to date. RMA has determined that continued development of this Program is necessary. This new contract is for completion of the Rate Discount Structure. Since Signal Solutions Inc. was the original provider of the Experience Based Producer Discounts Program and was unable to complete the work required in the original time allocated to re-procure this work would negate the work that has been completed to date. Awarding the contract to another vendor at this point would most likely result in duplication of work, effort, time and cost to the Government. To bring a new vendor in at this crucial time would impede the progress the Discount Rate Program; the learning curve for the new vendor would delay completion of the actuarial process by a minimum of one year. The intent of this synopsis is for informational purposes only. This is NOT a request for competitive quotes. However, all information received within five (5) days of this notice will be considered by the Government. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government. See numbered note number 22. POC: Department of the Interior; Attention: Richard Gibbs, 381 Elden Street - MS 2510, Herndon, VA 20170. Questions must be faxed to the attention of Richard Gibbs at +1 (555) 000-0000 or emailed to contact@example.gov. TELEPHONIC QUESTIONS OR REQUESTS WILL NOT BE ACCEPTED OR ACKNOWLEDGED.
