The U.S. Army Corps of Engineers, Engineer Research and Development Center, plans to award a sole source contract to Comsol, Inc. for the procurement of a suite of Comsol Multiphysics software licenses and modules. This includes three single-user licenses and multiple specialized modules such as Acoustics, Structural Mechanics, Material Library, Geomechanics, Subsurface, CAD Import, Transfer, and LiveLink for MATLAB. These software tools are critical for ongoing reimbursable and military-direct programs and must be compatible with existing systems to maintain continuity in modeling and simulation capabilities. Without this procurement, previous modeling efforts would become unusable, and access to advanced simulation technology would be lost. The procurement process will follow simplified acquisition procedures under FAR 13, specifically using the authority to solicit from a single source (FAR 13.106-1(b)). This is not a competitive solicitation; however, all responsible sources may submit capability statements or proposals by the stated deadline. The government emphasizes the necessity of this software for mission-critical applications, indicating that the sole source approach is justified due to compatibility and continuity requirements. Interested parties were allowed to provide information for consideration to the designated Contract Specialist by March 7, 2012.

The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC) Contracting Office intends to issue a sole source award to Comsol, Inc., 1 New England Executive Park STE 350, Burlington, MA, 01803-5001. This procurement is for three Comsol Multiphysics Single User Licenses, three Acoustics Modules, three Structural Mechanics Modules, three Material Library Modules, two Geomechanics Modules, two Subsurface Modules, one CAD Import Module, one Transfer Module, and one LiveLink for MATLAB Module. These capabilities are essential tools used in current reimbursable and military-direct programs; software being procured must be compatible with existing programs. Failure to procure this software will render all previous modeling performed with the software package non useable and will result in the loss of access to cutting edge simulations. The Government intends to procure from only one source under the authority of FAR 13.106-1(b), Soliciting from a Single Source. This will be a commercial acquisition using simplified acquisition procedures per FAR 13. This is not a request for competitive proposals and no solicitation is available. All responsible sources may submit a capability statement, proposal, or quotation to the Contract Specialist by 1:00 PM CST, Wednesday, March 7, 2012. Interested parties may submit information for consideration by the government to: contact@example.gov
