The Bureau of the Census plans to upgrade its interactive voice recognition system by entering into a sole source simplified acquisition with Call Processing System Inc. This procurement involves acquiring two complete 2.8GHz PCI systems, each including components such as mid-tower cases, 2.8GHz processors, DDR memory, Nvidia video cards, 15-inch color monitors, modems, hard drives, CD-ROM and CD-RW drives, keyboards, mice, cooling fans, and Windows XP Professional operating systems. Additionally, two Automated Information Request Systems will be provided, featuring Intel-Dialogic 4 port voice cards with associated drivers, run-time licenses, and speech recognition licenses. Beyond hardware, Call Processing System Inc. will handle assembly, testing, installation, and engineering services needed to convert the current application. The Census Bureau believes that only Call Processing System Inc. can supply this particular combination of hardware and services, given their role in producing the original equipment, custom code, and ongoing support for the current touchtone data entry and voice recognition systems. Although this is not a competitive solicitation, other companies with the capability to provide the described equipment and services may submit capability statements and cost information within 10 days for consideration. However, if no suitable alternative providers respond, the sole source contract will be awarded directly to Call Processing System Inc. The contract is managed by the Department of Commerce Census office located in Suitland, MD, with the supervisory purchasing agent contact information provided for submissions and inquiries.
