The 554th Electronic Systems Group at Wright-Patterson Air Force Base plans to negotiate a sole-source contract for Microsoft licenses coupled with two years of software assurance under the Air Force Microsoft Enterprise License Agreement. This acquisition is justified under the Federal Acquisition Regulation, emphasizing the necessity of brand name Microsoft products to maintain platform standardization, which is critical for reducing overall systems acquisition and sustainment costs. Specifically, the contract covers the purchase of 32 units of the SQL Server Enterprise Edition x64 licenses with software assurance, identified by the Microsoft part number 810-05409. This procurement will not involve competitive proposals, as the requirement is for a specific brand consistent with existing fielded systems. The Contracting Officer, Sally Roliff, is the primary contact for this acquisition, with additional oversight provided by an appointed ESC Ombudsman to address any concerns related to the procurement process. The Ombudsman’s role, following AFFARS guidelines, is to facilitate resolution if issues arise after the Contracting Officer has been consulted. Relevant points of contact and procedural information ensure transparency and provide mechanisms for addressing potential concerns in this specific licensing agreement.
