The Naval Surface Warfare Center, Carderock Division, is seeking to modify the existing software for the test controller used in the USS VIRGINIA program. The contract will be awarded using Simplified Acquisition Procedures and will be a firm-fixed price purchase order. The procurement will be non-competitive and negotiated directly with Aish Technologies Ltd (ATL), the sole provider because they originally developed the software environment for the Navy-owned test controller and hold proprietary rights to the software. This software environment includes ATL’s unique modifications and is not available commercially through any other vendors, making ATL the only responsible source capable of fulfilling the agency’s requirements. Although this procurement is intended to be awarded non-competitively under the authority of FAR 6.302-1, the government has invited all responsible sources to submit capability statements by the specified deadline for potential consideration. However, any decision to forgo competition remains at the government’s discretion and is primarily based on the responses received. The office managing this contract is located in Bethesda, Maryland, under the Department of Defense, specifically the Naval Surface Warfare Center, Carderock Division. The solicitation, identified as N0016706Q5189, was posted on July 11, 2006.
