The Government plans to award a sole source procurement for a site license of PowerWorld Simulator Version 11.0 software, including add-on options such as ATV, PVQV, OPF, SCOPF, and SimAuto, to PowerWorld Corporation located in Champaign, Illinois. This acquisition, under NAICS code 541511, will be executed by the 55th Contracting Squadron through other than full and open competition, citing that only PowerWorld Corporation can meet the agency’s requirements due to the proprietary nature of the software and its compatibility needs with other intelligence agency applications. The decision aligns with procurement regulations allowing sole source awards when no other source can provide the required goods or services. The contract announcement, posted in September 2005, specifies the Department of Defense as the contracting agency, with the office located at Offutt Air Force Base in Nebraska. Interested parties are informed that this notice is not a call for competitive proposals, and inquiries can be directed to designated points of contact via email or phone. The procurement details emphasize the exclusivity of the vendor to maintain interoperability and security standards necessary for government operations.
