The Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE) proposes to enter into a Federal Supply Schedule (FSS) order on a basis other than full and open competition in accordance with FAR Part 8. This action is under the authority of FAR Subpart 8.405-6(b)(1): Only one source is capable of responding due to the unique or specialized nature of the work. In this particular case, Emerald Coast Communications is the only provider of ProactiveNet Business Critical Maintenance and Support. Emerald Coast Communications Group, Inc.'s address is P.O.
