Public Notice - Intent to Sole Source The United States Fish and Wildlife Service intend to issue a sole source RFQ to Gartner Inc. Gartner Inc. provides current insight and advice on industry trends, market and business strategies, architecture strategic planning, enterprise applications, technical insite, human capitol strategies, portfolio management, performance management, cost reduction methodologies, business case analyses, vendor management and contract negotiation strategies. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). The United States Fish and Wildlife intends to purchase the services from Gartner Inc. in pursuant to FAR 13.106, for the acquisition of supplies and services determined to be reasonably available from only one source. Competition is impractical for the following reason: (1) Gartner Inc. has extensive knowledge of the US Fish & Wildlife Service's infrastructure, current strategies and how it compares with the current industry. The Government intends to acquire a commercial item/service using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:00 p.m. local time on March 27, 2014. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
