The Social Security Administration (SSA) is planning to negotiate exclusively with Freedom Scientific, Inc. for specific source code modifications to proprietary versions of their JAWS (Job Action With Speech) 4.02/4.5 and MAGic 8.0 software. These software programs are currently installed on an SSA mainframe located at the National Computer Center in Baltimore, Maryland, and are crucial for enabling users with visual impairments to operate SSA applications effectively. JAWS functions as an advanced screen reader designed primarily for blind and low-vision users by reading screen content aloud, while MAGic is a magnification tool that enlarges text and screen images up to 20 times for low-vision users. Freedom Scientific owns the source code and has specialized programmers with expertise in these products, making them the only known provider capable of meeting SSA’s modification requirements. The SSA invites other interested vendors to submit detailed information demonstrating their capability to perform the required source code modifications, although no competing source has been identified. Responses must be submitted in duplicate by mail within seven days of the notice’s publication, with no faxed submissions permitted. While cost or pricing data may be included, this notice is not a formal request for proposal, and the government will not pay for any information submitted. Further inquiries can be made via email, keeping attachment sizes limited to five megabytes, and the SSA specifies the use of Microsoft Word 97 for document submissions. If no alternative providers come forward, SSA will proceed to establish a Blanket Purchase Agreement with Freedom Scientific to develop and test enhancements to improve JAWS and MAGic’s performance on SSA computers.
