The contract involves a sole source award for the renewal of McCabe IQ software maintenance, managed by the Software Engineering Directorate at Redstone Arsenal. This software is critical for source code analysis used by multiple weapon systems software projects within the Department of Defense. Maintaining the software through this renewal agreement ensures access to the latest software versions and necessary patches, which is essential for optimal software performance and mission success. Without maintaining this agreement, the performance of the software would degrade, potentially jeopardizing the effectiveness of various tactical systems supported by the Software Engineering Directorate. The contract is justified under the statutory authority 10 U.S.C. 2304(c)(1) and FAR 6.302-1, allowing for a sole source award since McCabe Software is the sole provider capable of supplying the maintenance services required. The procurement falls under NAICS code 541511 and is administered by the USA Engineering Support Center in Huntsville, Alabama. Interested vendors who believe they can fulfill the requirements were invited to contact the designated official by a specified deadline in September 2014, after which the sole source award process proceeded.
