The 1st Special Operations Contracting Squadron at Hurlburt Field, FL, plans to award a sole source purchase order to L-3 Communications, Titan Group, for the upgrade of twelve Trakker 9000 units to the Trakker 9001 model. This upgrade includes essential software enhancements allowing real-time tracking and identification of Special Operations Forces and Combat Search and Rescue units in environments where national system data is unavailable. The Trakker units send blue force tracking information globally via the Iridium system, and the upgrade improves data transmission by adding signal protection and reducing Iridium usage costs. The purchase also covers two flashing cables for software loading and twelve configuration cables, as well as other accessories needed for use on AFSOC aircraft. The contract, valued at a firm fixed price of $26,062, is issued under NAICS code 541511 and with a small business size standard of $23 million. It is being awarded under the sole source authority FAR 6.302-1(a)(2)(i)(A), as L-3 Communications is deemed the only known source possessing the proprietary technology and design expertise for this upgrade. Although this is not a formal request for quotes, other responsible sources may submit proposals for evaluation as potential equivalents by September 12, 2007. The anticipated award date is September 15, 2007, with points of contact available at Hurlburt Field for inquiries regarding the procurement.
