NASA Langley Research Center seeks to acquire specific software maintenance licenses, including two Virtual Application Prototyping Systems Developer licenses, two STAGE Flightsim Developer licenses, one CCG Lite Compiled Libraries license, and two Stage Flightsim Runtime licenses. These tools are essential for developing controller tools and studying pilot responses. The agency intends to purchase these items from Engenuity Technologies USA Inc. as a sole source, citing that the software is uniquely compatible with existing programming at the facility and that seeking alternative products would result in a substantial duplication of time and expense. The procurement will be conducted as a commercial item acquisition under FAR Part 12. While the government intends to proceed with a non-competitive basis, interested organizations were invited to submit their capabilities and qualifications by May 10, 2007, for evaluation. The final determination regarding whether to conduct the procurement on a competitive basis remains at the sole discretion of the government.

Full Description

NASA/LaRC has a requirement for 2 single processor Virtual Application Prototyping Systems (VAPS) Developer Maintenance Licenses, 2 single processor STAGE Flightsim Developer Maintenance Licenses, 1 single processor CCG Lite Compiled Libraries Maintenance License and 2 Stage Flightsim Runtime Maintenance Licenses. NASA/LaRC intends to purchase the items from Engenuity Technologies (USA) Inc. as they are the only known source that can provide software and maintenance to be used to develop controller tools and study pilot responses that is compatible with existing programming software at Langley. It would take substantial duplication of time and and money for another company to offer a similar product that would meet this requirement. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on May 10, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed. See NASA Specific Note "B". Any referenced notes may be viewed at the following URLs linked below.
