The U.S. Department of Homeland Security, through its National Acquisition Center and U.S. Customs and Border Protection, plans to negotiate a sole source, firm-fixed price contract with Foster and Freeman USA, Inc. for a comprehensive system designed to detect fraudulent travel documents, including passports. This procurement includes specific items such as the VSC 5000, Video Spectral Comparator, Leica Microscope MZ16, CV/5K/SC Camera, Scanner, and Printer. The system must meet stringent requirements including real-time data transmission for cross-agency analysis, the capability to examine documents under various lighting conditions without causing damage, and the functionality to compare live and stored images. While the government does not seek multiple awards or competitive quotes at this time, it invites other firms capable of meeting these technical requirements to submit detailed written information within ten calendar days. Submissions must convincingly demonstrate the firm’s product capability and are to be sent directly to the Contracting Officer, John Callahan, at the National Acquisition Center. Telephone submissions are not accepted, and the government retains full discretion on whether to pursue competition based on responses. If no suitable responses are received, the procurement will proceed with the sole source contract.
