The Social Security Administration conducted a Competitive Sourcing Study under OMB Circular A-76 to evaluate the Prep, Batch, and Scanning Unit, which is responsible for processing paper documents into electronic format in the Central Office mailroom. The study, initiated on March 24, 2006, involved 21 full-time government employees and was conducted at the SSA facility in Baltimore, Maryland. The streamlined competition aimed to determine whether the government or an external provider would be the most cost-effective service option. The official performance decision, certified on June 16, 2006, designated the agency provider—the current government employees—as the low-cost provider. Consequently, no solicitation for outsourcing will be issued, and a Letter of Obligation will be awarded to continue government performance of these services. The study was overseen by SSA leadership, including Commissioner Jo Anne B. Barnhart, with Jacqueline R. Lessig serving as the Contracting Officer and Calvin Porter as the Authorized Technical Officer. The competition's projected conclusion date was June 22, 2006. Any inquiries regarding the performance decision or the study must be directed via email to the Contracting Officer, with no phone communication accepted. This announcement serves as the formal notification of the study's outcome, reinforcing the government's decision to maintain in-house operations for this particular function under the agency's Office of Central Operations.

General Info

SSA study found government workers most cost-effective for document processing; no outsourcing planned.
