AI Contract Overview

The U.S. Environmental Protection Agency's National Vehicle and Fuel Emissions Laboratory intends to enter into a sole source contract with IHS Global to acquire proprietary data on national average truck payloads. This data covers truck classes 2B through 8B and is segmented by model year, including critical weighting factors such as vehicle counts, annual mileage, and annual trip frequency. IHS Global compiles this information from a combination of private surveys and local, state, and federal agency records. The procurement is being conducted under FAR Parts 12 and 13 using Commercial and Simplified Acquisition Procedures. While the EPA identifies IHS Global as the only source capable of meeting these specific requirements, the agency allows other firms to submit technical documentation to prove their capability within 15 calendar days of the notice. All such documentation must be submitted in writing to the designated Contracting Officer for review to determine if the requirement should be competed.
