The contract involves the U.S. Nuclear Regulatory Commission negotiating a sole source purchase order with Knovel Corporation for a subscription to an electronic collection of scientific and engineering books. This subscription provides NRC access to the electronic versions of several specialized publication libraries and supplements, including the Knovel Interactive Library, AICHE/CCPS Center for Chemical Process Safety, and various industry-specific supplements in fields such as oil and gas, plastics, sensors technology, systems engineering, toxicology, and hazardous material properties. The subscription will support multiple NRC office locations across several states, with a performance period of one year from the award date. The sole source negotiation is authorized under specific federal regulations that permit limiting competition when only one responsible source exists for the required products. The procurement will not be open for general quotations, though the NRC has invited potential interested sources to submit detailed technical capabilities and information that convincingly demonstrate their ability to meet the agency’s needs. Responses had to be submitted by September 20, 2007, and any decision to forego competition remains at the discretion of the government. The designated contract specialist managing this procurement is Manon L. Butt, who can be contacted for further information.
