The General Services Administration’s Federal Technology Service plans to award a sole source contract to Elsevier, Inc. under the authority of FAR 6.302-1, citing only one responsible source for the acquisition of access to a collection of Elsevier encyclopedias through the Science Direct platform. The contract scope requires the contractor to provide access to specific scientific and technical encyclopedias covering areas such as analytical science, social measurement, biological chemistry, immunology, separation science, spectroscopy, and social and behavioral sciences. These include titles published between 1998 and 2005, as well as Meyler’s Side Effects of Drugs. The contract provisions adhere to the Federal Acquisition Circular 05-08, and commercial acquisition terms are governed by FAR clauses including offeror representations and certifications submitted electronically via ORCA. This acquisition is intended for Solicitation Number 4THO75077005, issued by the GSA’s Region 4 office based in Atlanta, Georgia. While this is a sole source procurement, interested parties are invited to express their interest and capabilities for the requirement by submitting information by a specified deadline, December 18, 2006, for the government’s consideration in possibly conducting a competitive procurement. The NAICS code applicable to the contract is 511120, which relates to publishing industries. All submitted responses will be reviewed solely to determine whether an alternative source can meet the need before final award to Elsevier.
