AI Contract Overview
Effective October 28, 2005, the Electronic Subcontract Reporting System (eSRS) became available for civilian agencies and their contractors to electronically submit subcontracting accomplishment reports. The system allows contractors to file both the Subcontracting Reports for Individual Contracts and Summary Subcontract Reports, replacing the previous paper forms SF-294 and SF-295. As part of the Integrated Acquisition Environment, the eSRS aims to streamline reporting, with agencies authorized to grant a 60-day extension for report submissions. However, Department of Defense contractors are not yet required to use eSRS and will continue submitting paper reports until further notice, with the system's implementation for DoD targeted for the third quarter of fiscal year 2006. To reduce confusion during the transition, specific guidance has been established: civilian contractors must submit their fiscal year 2004 Summary Subcontract Reports through eSRS except for those reporting through the General Services Administration's Federal Supply Schedule or NASA's electronic systems, which are exempt. No contractors are required to report fiscal year 2004 Individual Contract reports or mid-year 2005 reports electronically. End-of-year 2005 reports must be filed in eSRS within 60 days of system availability, by December 31, 2005. Contractors who have closed contracts in FY 2004 or 2005 and have not submitted final reports are also encouraged to use eSRS now. Support and additional information are available via the eSRS website, with further assistance provided by the SBA and Integrated Acquisition Environment contacts.
