AI Contract Overview
Effective October 28, 2005, the Electronic Subcontract Reporting System (eSRS) has been made available for use by all civilian federal agencies and their contractors to facilitate the electronic submission of subcontracting reports, specifically the Subcontracting Reports for Individual Contracts (formerly SF-294) and Summary Subcontract Reports (formerly SF-295). This system operates at its Initial Operating Capability level and is part of the Integrated Acquisition Environment. Guidance issued by the Office of Federal Procurement Policy allows agencies discretion to grant a 60-day extension for report submissions after the eSRS implementation. Although civilian contractors must submit their subcontracting reports electronically through eSRS, Department of Defense contractors are required to continue submitting paper reports in accordance with current contract clause instructions until the system becomes available to them, which is anticipated in the third quarter of fiscal year 2006. For fiscal year 2004, all civilian contractors are required to submit Summary Subcontract Reports via eSRS, except those contractors with the General Services Administration's Federal Supply Schedule and NASA who have already submitted reports through their respective reporting systems. No submission of Subcontracting Reports for Individual Contracts or mid-year reports for fiscal year 2005 is required via eSRS at this time. However, end-of-year reports for fiscal year 2005 must be submitted through eSRS within 60 days of the system’s availability, by December 31, 2005. Contractors are also encouraged to submit final SF-294 reports for contracts completed in fiscal years 2004 and 2005 through eSRS if not yet done. Clarifications and assistance are available via the eSRS website, and contractors are advised to consult their contracting officers with any questions related to report submissions.
