AI Contract Overview
The Electronic Subcontract Reporting System (eSRS), launched on October 28, 2005, provides a web-based platform for all civilian agencies and their contractors to electronically submit subcontracting accomplishment reports, replacing the previous SF-294 and SF-295 forms. Now operational at its Initial Operating Capability level, eSRS enables civilian contractors to file both individual contract and summary subcontracting reports via the system, enhancing transparency and efficiency within the Integrated Acquisition Environment. Agencies were given discretionary authority to grant a 60-day filing extension post-IOC for contractor reports. However, Department of Defense contractors will continue submitting paper reports until the system's full implementation targeted for the third quarter of fiscal year 2006, with formal notification to follow. To reduce confusion during this transition, contractors from civilian agencies must submit their fiscal year 2004 Summary Subcontract Reports into eSRS, except for GSA Federal Supply Schedule and NASA contractors who use their respective electronic systems. No 2004 individual contract reports or fiscal 2005 mid-year reports are required to be filed electronically for any agency. End-of-year reports for 2005 must be submitted electronically by all civilian contractors within 60 days of system availability, effectively by December 31, 2005. Final SF-294 reports for contracts closed during fiscal years 2004 and 2005 should also be submitted through eSRS. Contractors with questions are advised to consult their contracting officers or refer to resources available at the eSRS website or through SBA and GSA contacts.
