AI Contract Overview
The Electronic Subcontract Reporting System (eSRS) became available on October 28, 2005, for all civilian agencies and their contractors to report subcontracting accomplishments electronically, replacing previous paper forms SF-294 and SF-295. Initially functioning at the Initial Operating Capability level, the system allows civilian contractors to submit both individual contract and summary subcontracting reports via the online platform www.esrs.gov. While civilian agencies are encouraged to adopt eSRS for reporting fiscal year 2004 and 2005 subcontracting data—with some exceptions for contractors already using other electronic reporting systems—Department of Defense contractors must continue submitting paper reports until official notification is received. The Department of Defense is expected to transition to eSRS in the third quarter of fiscal year 2006. To ease the transition and avoid confusion, agencies were authorized to grant a 60-day extension for filing reports after eSRS goes live, typically setting the deadline for civilian contractors’ fiscal year 2005 end-of-year reports to December 31, 2005. Mid-year reports are not required to be submitted electronically for fiscal year 2005. Additionally, contractors with closed contracts from fiscal years 2004 and 2005 who have not yet filed final reports are required to do so using the eSRS. Questions about reporting via eSRS should be directed to cognizant contracting officers or officials, and further information or assistance is available through the eSRS website and SBA contacts.
