AI Contract Overview
The Electronic Subcontract Reporting System (eSRS) was launched on October 28, 2005, for use by all civilian agencies and their contractors to report subcontracting achievements. This system enables contractors to submit Subcontracting Reports for Individual Contracts and Summary Subcontract Reports electronically, replacing the previous paper forms SF-294 and SF-295. While the eSRS is operational at an Initial Operating Capability level, its adoption for Department of Defense contractors has been delayed until the third quarter of fiscal year 2006, requiring them to continue paper submissions until notified. Civilian contractors are generally required to submit their subcontracting reports via eSRS starting with fiscal year 2004 end-of-year reports, except for certain exemptions such as contractors under NASA or GSA who have already submitted through their respective electronic systems. Guidance issued by the Office of Federal Procurement Policy allows agencies to grant a 60-day extension for report submissions, delaying deadlines to 60 days after eSRS availability. Mid-year reports for fiscal year 2005 are exempt from electronic submission, but end-of-year reports for fiscal year 2005 must be filed electronically by December 31, 2005. Contractors are also encouraged to submit final reports for contracts closed during fiscal years 2004 and 2005 through the system. To ease confusion amid different reporting schedules between civilian and Department of Defense contractors, coordination with the Small Business Administration has been implemented. Additional resources, including FAQs and contact information, are available at the eSRS website.
